In a stunning conclusion to quick work by the Texas Turf Irrigation Association, Governor Rick Perry signed into law HB2507 on June 17, 2011. This legislation makes it a class C misdemeanor for an individual to install an irrigation system without a license.

“This is a good first step in the ongoing battle against unlicensed individuals polluting our industry,” said Gail Donaldson, the DIA representative on the TTIA board of trustees. ”Licensed irrigators in Texas seek out and pay for education, pass the rigorous Texas licensing exam, keep up with CEUs each year, and deserve to have that hard work rewarded with some enforcement from state and local agencies.”

It is the hope of TTIA and other supporters of this new law that the increased risk of financial consequences will continue to discourage unlicensed contractors to practice irrigation, or to pursue earning his or her license, so that they can practice irrigation legally.

The TTIA, Texas’ state level irrigation association, brought the verbage for this bill to representative Chisum in January, and worked tirelessly through contact to local representatives, pounding the pavement in Austin to visit with representatives about the bill, and communicating with its members about the bill, to help it pass both chambers of the Texas legislature body.

Click here to read the actual bill, and see a timeline of its trek through the legislature.

The DIA is a representative member of TTIA, with a standing seat on the TTIA board of trustees. Each local irrigation association in Texas has a sitting representative, chosen by the local, on the board of trustees for the TTIA. This way, irrigators from across the state can have their voices heard through their local representative at TTIA board meetings, and have voting influence on TTIA decisions. For more information, or to join TTIA, visit their website, www.ttia.us.

Members of Dallas Irrigation Association graciously volunteered their expertise for the first ever “Sprinkler Smarts” a tri-city water conservation event held June 4th, where the residents of the cities of Allen, McKinney, and Frisco came to learn “hands-on” information concerning their irrigation system. This event was sponsored by Ewing Irrigation, with Hunter, Irritrol, Netafim, Toro, and Weathermatic representatives on hand to show the latest residential equipment for water efficiency.
